The meeting was called to order at 9:00 A.M. by Cochairman Ken Levin. A motion was made by Barbara Traskos, seconded by John Forbis and voted unanimously to approve the minutes of the January 7, 2008 meeting with no changes.

1.   Old Lyme Historic District – Public open forum
No public participation.
2.   HDC – Plaque Program update- Ken Levin, Martha Hansen, Jim Bechtel
The Center School plaque (Center School ca. 1934) has been installed. The plaque for 1 Lyme Street (Amos Tinker/John McCurdy ca. 1700) has been delivered and will be installed shortly.  The plaque designs for the Congregational Church (ca. 1817-Rebuilt 1910) and the Parsonage at 5 Lyme Street (Samuel Mather ca. 1790) have been delivered to Bob McCracken. He will discuss with Reverend Good and get back to the Commission with a decision. The plaque for LACFA at 84 Lyme Street (John Sill ca. 1817) will be presented to the President of LACFA. Research has been completed for the Old Lyme Grange at 55 Lyme Street. The building was originally built by the Old Lyme Gun Club ca. 1880 and was moved to its present location on Lyme Street in 1928. The National Historic Register recommends that when buildings have been moved the date of relocation should be used as the original date (the plaque should then read “Old Lyme Grange ca. 1928”).  The Lyme Youth Services building at 59 Lyme Street and the Masonic Hall at 20 Lyme Street will be researched next.
Action: Keep the HDC updated (Ken Levin, Jim Bechtel and Martha Hansen). Contact Jean Stands regarding the Grange plaque (Martha Hansen).
3.   9 Lyme Street – Boxwood Roof Detail - Ken Levin
The owner of Boxwood, Craig Silver, would like to install a roofline parapet (matching the one atop the roof on the garage) on the front porch roof of Boxwood. The parapet will be a copy of one that was there originally and will help conceal the flat roof. Ken Levin presented old pictures of Boxwood showing the original (same as new) one.
Craig Silver will be asked to apply for a CofA. Jim Bechtel moved to accept the parapet CofA application when it is presented. Barbara Traskos seconded the motion which passed unanimously.
Action:  Contact Craig Silver and ask him to submit a CofA application (Ken Levin).
4.  HDC – Church Corner – Joanne DiCamillo, Ken Levin

Ken Levin and Joanne DiCamillo presented the most recent plans for the Church Corner.  The HDC does not favor bumpouts, and would like a 3” high (instead of a 6”) granite curb in front of the Church and South Green to preserve a more graceful flow to the street. The HDC would also prefer to have the sidewalk terminate in grass at the Lyme St. and Ferry Rd intersection instead of bluestone pavers (which were recommended by the Tree Commission as a better choice than a cement sidewalk because of the tree located there).

Action: Contact Janet Sturges (Ken Levin).

5.   21 Lyme Street – Renovation and Addition – Nina Peck, Paul Sagristano

Nina Peck and Paul Sagristano presented a schematic plan for an addition to 21 Lyme Street. The addition would be located off the rear of the house and include a family room, master bedroom, in-home office and attached 2-car garage. The HDC reviewed the schematic, made a suggestion to lower the connector roofline and asked Paul to apply for a CofA. There will be a public hearing at the March meeting.

Action: Apply for a CofA and provide list of adjacent neighbors (Paul Sagristano). Prepare legal and neighbor notifications and publicize the pubic hearing (Martha Hansen).

6.   HDC – 22 & 30 Lyme Street CofA extensions – Jim Bechtel

A six month extension was granted for 22 Lyme Street (renovation of the former Christ the King Church) and a three month extension was granted for 30 Lyme Street (partial demolition of the Social Hall).
7.  HDC – Sculpture Policy Draft 7– John Forbis
The wording of Draft 7 was reviewed and changes were suggested.

John Forbis moved to accept the policy with the changes. Tom Keogh seconded the motion which passed unanimously. John will incorporate the changes into the sculpture policy and copies will be mailed to all of the galleries and businesses in the Historic District. The policy will also be posted on the HDC’s Web site.

Action: Update final draft of Sculpture Policy (John Forbis). Mail copies to galleries and businesses in the HD and post on HDC Web site (Martha Hansen).

8.  HDC - Town Hall Expansion Update – John Forbis

The renovations are proceeding on schedule and the staff located at Halls Road should be able to move back into Town Hall by May 8, 2008 with the balance of the renovation completed by September 8, 2008. There are approximately 30 Town Hall paintings currently being stored at the Florence Griswold Museum. The Town Hall Design Review Committee is exploring possibilities of funding the cleaning and/or restoration and possibly reframing of some of the paintings before re-hanging.

Action: Keep the HDC updated (John Forbis, Jim Bechtel).
9.  HDC - Secretary’s Report - Martha Hansen

10.  HDC – Any other new or old business to come before the Commission

The CT Trust Barn Grant program was discussed. It is a new program intended to help owners of barns evaluate buildings for structural integrity, historical significance and non-agricultural uses. The Ames barn was suggested as a possible candidate for a grant. Ken Levin agreed to speak to Marty Ames about applying for a grant.

Barbara Traskos reported that a barn is being built on Parson’s Farm Lane only 175 feet from Lyme Street (within the Historic District) and very close to the brook. Jim Bechtel agreed to ask Ann Brown about it.

Joanne DiCamillo reported that the Tree Commission has arranged for the corner of Ferry Road and Rte. 156 to be cleaned up (brush and vines trimmed). The Tree Commission would like to plant a tree there to enhance the entrance to the Historic District. Tom Keogh suggested checking with CT Dredge & Dock Co. before planting the tree because they sometimes use the fire road to launch a barge with a pile driver. John Forbis recommended checking with the DEP.  (They require that swamp grass not be shaded.)

Joanne DiCamillo asked if the Chamber of Commerce had applied for a CofA for the planter bench at the corner of Halls Road and Lyme Street. John Forbis agreed to look into it.

John Forbis made a motion to adjourn the meeting at 12:00 P.M. The motion was seconded by Jim Bechtel and passed unanimously.
